The intervention programme is designed to bring about behavior change among specific population groups whose risk/vulnerabilities of contacting STI/HIV infections are high. These groups are categorized as core groups, Female Sex Workers (FSW), Men who have Sex with Men (MSM), Injecting Drug Users (IDU) and Transgender (TG)– and Bridge population which includes Truckers and Migrants. This programme is implemented through the Non-Governmental Organizations (NGOs) / Community based Organizations (CBOs). During the financial year 2017-18, 72 TI NGOs were functioning under the control of TANSACS.
Link Workers Scheme:
Link Workers Scheme is implemented in 15 districts of Tamil Nadu through TANSACS. The programme is designed to reach out to the high risk and vulnerable population 1500 villages in the rural areas.
Condoms are the most effective means for prevention of HIV infection among high risk and general population. TANSACS adopts different strategies to reach out to each group.
Distribution of free condoms to people through health care institutions. Sexually Transmitted Infection (STI) clinics, outreach programmes, Integrated Counseling & Testing Centers (ICTCs), Anti-Retro Viral Therapy (ART) center and NGOs.
Behaviour Change Communication (BCC) to create awareness about safer sexual practices.

Tamil Nadu Government is implementing Health and Social welfare programs for the High risk groups, Transgenders, Female Sex workers, Men having sex with men and people living with HIV/AIDS.
Toll free Help line number 1800-419-1800 for providing information and awareness about HIV/AIDS to the General public is being implemented Tamil Nadu State AIDS Control Society (TANSACS)
As a pilot project, under special scheme supported State Planning Commission – TamilNadu Innovation Initiatives (TANII) - Tamil Nadu State AIDS Control Society (TANSACS) had connected this toll-free help line number with cloud based online portal.
In Chennai, Trichy, Salem and Madurai districts the High Risk Groups (Female Sex Workers (FSW), Men Who have Sex with Men (MSM), Transgender(TG) and Intravenous Drug users (IDU)) can register their complaints on stigma and discrimination directly to TANSCS on 24X7 basis which will be indicated in the help desk established at the TANSACS. The primary action will be taken by the respective District AIDS Prevention and Control Units (DAPCUs) in the Districts. At present, all districts in Tamil Nadu can access this facility.
Since the violence is being directly addressed to the Project Director, Stigma and discrimination issues will be reduced to a greater extent.
